Seven Charbonneau residents applied to join the Charbonneau Board of Directors this
spring. According to longtime residents, this is the highest number of candidates ever to
file for election to the three seats that become vacant on the nine-member board
annually. All applicants were vetted and interviewed by the Nominating Committee and
found to be excellent and worthy candidates. The Nominating Committee noted that the
large number of candidates reflects positively the actions the Board has taken in the last
few years to improve and update the facilities in Charbonneau. All candidates and a
brief biography of each in alphabetical order.

Lindy Anderson: Lindy moved to Charbonneau in 2005 after retiring from
serving first as Executive Secretary and then General Manager of the Mallory Hotel in Portland for
her entire career. During her management of the hotel, she was involved in the Portland
Rose Festival, Portland Rotary and a board member of the Tri-County Lodging and
several other organizations. She is currently secretary of the CCC Board of Directors
and volunteer activity coordinator, as well as past treasurer. She is currently also
serving as treasurer for both Charbonneau Women’s Association and Charbonneau Arts
Association. “I love Charbonneau and wish to continue to be an active member of our                                                                                                                                                                                                    wonderful community, helping with all aspects that benefit our residents.”

Bubba Heard: Bubba is well known in the Charbonneau golfing community
and can often be found behind the front desk at the Golf Pro Shop in Charbonneau. Prior to
retirement, he was an account executive for Franz Bakery, serving 8 states and 648
grocery stores. Managing customer issues was an integral part of his position and
solved issues in the best interest of not only his customers but his employer, as well.
He previously served as a board member for the Sacramento Juvenile Diabetes Board
of Directors. “I desire to give back to this community that has been so good to my
wife Liz and me. We have seen dynamic growth in the 15 years we have lived in Charbonneau.
I would like to serve on the CCC Board to help continue making our community a great place to
live.”

David Mauk: Dave has lived in the Pacific Northwest for 48 years.
His career began in sales and marketing, then finance, before owning several businesses
and consulting for many others. He held roles at seats at the table for legislative, trade groups,
appointments as delegate to NAFTA, and by Washington’s governor as director of a
pilot housing program. He has served on more than a dozen boards and community
organizations. Since moving to Charbonneau, he has served on the Communications
Committee and the 2040 Committee, contributes regularly to The Villager and co-
founded a non-fiction book group for the community. “I enjoy being of service in my                                                                                                                                                                                                community and am faithful in carrying that out. I believe leadership is the attribute                                                                                                                                                                                                            most evident over my lifetime of activities and work.                                                                                                                                                                                                                                                           Leadership to me is a team sport, where the impact of combined effort is greater than
the sum of those labors on their own. All oars in the water pulling for the finish line.”

Alice Galloway Neely: Alice was in TV News in West Virginia and was also
involved in film production. She has a strong social services background
and served as an independent consultant launching a state agency, developed
programs from the ground up, and assessed the service needs for children and crime
victims in Oregon. Her strategic plan for Oregon’s special needs adoption program
received national attention for its outcomes. Among many other programs developed by
Alice she was instrumental in spearheading an effort to form SMART programs in
schools across Oregon. Alice has served as a volunteer on at least nine other boards
including President of Charbonneau Women’s Golf Association and Wilsonville
Development Review Board. “My work and volunteer experiences have prepared me to
be a productive team member who listens, plans and acts to make necessary changes.
I am eager to contribute my time, knowledge and expertise to help the Charbonneau Country
Club Board accomplish its plans for the future as well as tackle the challenges of today.

Rita Neumeister: Prior to retiring and moving to Charbonneau, Rita
taught at the high school, community college and university levels. She taught English,
psychology, speech, social studies, geography, history and debate. She coached speech and debate
teams and advised a model UN team, which sent four speakers to the first Peace
Conference at the UN in New York City. Rita serves as a volunteer for several agencies
such as the Red Cross, hurricanes, shootings and most recently, the Maui fires, where
she served for 10 weeks. “I would love to work with others in the Charbonneau Community
through strong communication and maintaining and creating resilient policies. Wanting to serve is in
my DNA. I love Charbonneau and find the people to be charming and kind. I want to
work as a board member so that everyone in this community finds the same to be true.
I will bring passion, a can-do work ethic and commitment to Charbonneau.”

Michelle Nunez: Michelle is currently a project manager for Kaiser
Permanente in the IT Department and has financial and budgeting experience. She served as a cost
accountant and bookkeeper for two different construction companies in the area. In
addition, she is a licensed real estate broker. “I would like to serve on the Charbonneau Board because I love the                                                                                                                                                  area we live in, would like to get to know more of my neighbors, enjoy building community and take
pride in the place we live. I enjoy problem solving and would like to see long-term value
for our community, both socially and financially. I would be a voice for the community
and be able to use my skills to evaluate and support actions, programs and                                                                                                                                                                                                      infrastructure that not only make Charbonneau better and safer but also keeps costs to
our residents to a minimum when possible.”

Stephen Winstead: Steve is a retired architect and planner and is a partner in NW
Building Forensics, a firm that works with attorneys and insurance companies to resolve
construction defects and premises liability cases. He was president of Building Codes
Consultancy and Winstead and Associates for 17 years. He has served on several
boards, including a school board, planning commissions, faith-based boards and served
as a church board elder. Steve was also a Navy Commander at one stage of his life.
“It is my belief that if you want to make a lasting contribution to your world it starts from
the bottom up not the top down. In our ever-changing culture there needs to be people
that are willing to serve others. Serving has been part of my DNA. If elected to this
board, “I will listen before I speak, I will try to understand before I act and I will serve
before I lead.”
